About the MOPGA 2027 Fellowship

The Make Our Planet Great Again (MOPGA) 2027 Visiting Fellowship Program is a French Government-funded research mobility programme for early-career international researchers. The programme is funded by the French Ministry for Europe and Foreign Affairs (MEAE), in partnership with the Ministry of Higher Education, Research and Space (MESRE), and implemented by Campus France.

The fellowship enables selected international researchers to undertake a 12-month research project in France while collaborating with French research institutions and laboratories. The 2027 call focuses on research that contributes to major climate and environmental challenges and supports France’s continued commitment to the Paris Agreement.

Five broad research areas are eligible: Earth system sciences; climate change and sustainability sciences; energy transition; societal challenges related to environmental issues; and human, animal and environmental health under the One Health approach.

For One Health projects, the official guidelines specify that the research must genuinely integrate human health, animal health and ecosystems. Projects dealing only with medicine or human health without an environmental or animal-health dimension are not eligible.

Scholarship Benefits

Successful MOPGA 2027 fellows receive support for a 12-month research stay in France, including:

• €2,500 monthly allowance for 12 months.
• €500 settling-in allowance.
• Health coverage, including health insurance, civil liability insurance and repatriation assistance, followed by supplementary health insurance after registration with the French social security system.
• French Government Scholarship holder status.
• A research stay agreement between the successful researcher and the French host institution.

The programme does not cover international travel costs to France. The official information notes that a host laboratory may potentially assist with travel expenses, but this is not a MOPGA benefit. The fellowship also cannot be combined with a French employment contract or another individual funding award from a French government entity.

Who Can Apply?

Applicants must meet the following official requirements:

1. Hold a doctoral degree awarded less than five years before the application deadline.
2. Have defended their PhD thesis between December 2021 and December 2026, inclusive.
3. Be of foreign nationality; French nationals are not eligible.
4. Apply for international research mobility to France.
5. Not be residing and professionally active in France at the time of application.
6. Not have previously received a MOPGA fellowship.

An exception to the five-year doctoral requirement may apply in cases of maternity leave, subject to the conditions and supporting documentation specified by Campus France.

Step-by-Step Application Process

Step 1: Develop your research project

Prepare a research proposal aligned with one of the eligible MOPGA research themes. The application requires a project title, six keywords, a project summary, background and motivation, scientific objectives, methodology and timeline, relevance to MOPGA, and the expected international collaboration or impact.

Step 2: Identify a French host laboratory

Applicants are responsible for finding an appropriate French research laboratory or research unit. Campus France recommends using research laboratory directories and the Research in France Portal or contacting existing academic supervisors who may have links with French laboratories.

Step 3: Secure support from the host laboratory

The scientific supervisor must provide a letter of support, co-signed by the laboratory director or accompanied by a commitment letter from the director. The letter must confirm that the necessary scientific environment and resources will be available.

Step 4: Prepare the required documents

The official application requires:

• CV with publication list — maximum 4 pages.
• Doctoral degree certificate or official proof of degree.
• CV of the scientific supervisor — maximum 2 pages.
• Host supervisor support letter.
• Between 1 and 3 recommendation letters.
• Passport or national identity document.

Step 5: Submit online
